Co-creating the Dutch security innovation strategy for 2023


As part of a newly introduced national innovation strategy (‘het missiegedreven innovatiebeleid’), Fronteer was asked to map out the field of national security. The main project challenge was to understand future security challenges in order to kick-start and address innovation efforts that needed to be undertaken today. This was captured into a national innovation agenda 2023 (‘Kennis- en Innovatieagenda’).


  • Future Visions
To get a full understanding of today’s and future security trends and challenges, we assembled and interviewed a hand-picked network of 65 security experts. This network covered a wide range of expertise including mental resilience, smart weapons, surveillance technology, artificial intelligence, VR/AR simulation, undermining, and trauma. Together with Dutch national security forces (i.e. ‘Landelijke politie, Koninklijke Marechaussee’), we first mapped out 161 existing innovation programs within the field of security. After a thorough and collaborative analysis, we identified and prioritised ‘innovation gaps’ that needed to be addressed to counter future threats. These gaps were translated into new tangible innovation programs based on four categories: research, development, demonstration, and implementation.


As the security game is changing rapidly, Fronteer proved how expert co-creation can change this field for the better. All to make sure that The Netherlands is staying ahead of the threat. Our efforts resulted in a security innovation agenda consisting of 2 multi-year innovation programs containing 7 sub-programs and 21 projects. This agenda includes topics like smart sensing, data, training, framing of security, observation, and interventions.
