Provincie Zuid-Holland

Exploring the possibilities for a cross-sector reuse network

Challenge

The province of South Holland aims to achieve full circularity by 2050, necessitating a shift from a linear to a circular system. While cross-sector initiatives have begun, they currently lack cohesion, addressing common challenges such as the business case, return system, and consumer behavior in a fragmented manner. The key question revolves around the role of reuse in realising the 2050 vision. In response, the province seeks to establish an innovators' network with the following objectives: defining a shared vision for South Holland, fostering mutual learning and experience exchange, addressing legal and regulatory aspects, and collaborating with industry associations to streamline the transition. The ultimate goal is to develop a supported agenda with clear objectives and potential pilot projects.

Approach

  • Co-creation
  • Interviews
We interviewed around 30 people to formulate the main challenges and possibilities in the transition to more reusable packaging. From here, we provided direction and more focus by, among other things, holding a co-creation session to formulate how PZH can accelerate the use of reusable packaging.

Result

An overview of the opportunities and challenges to accelerate the use of reusable packaging, and an initiation of the next steps for setting up various subnetworks.
