In a rapidly changing labour market, it is essential that people continue to develop throughout their lives. The government actively encourages this process with various measures and schemes.

There is a unique opportunity within senior secondary vocational education to play a pioneering role in this. MBO institutions are happy to take on that role: there is plenty of experimentation with LLO. With new LLO job profiles. With all kinds of initiatives and projects and collaborations with companies in the region. There is a lot of enthusiasm.

But also frustration. Because implementing LLO is complex. More is needed than a project or a campaign: LLO requires not only new educational concepts for a new target group, but also a different way of organising and financing. This requires a new, solid business model, firmly embedded in the structure of the institution, supported by the management and supported by all LLO stakeholders. And that is challenging for education, because this is 'new business'. And raises numerous questions such as:

  • How do we combine LLO with our regular teaching?
  • What implications does this have for our operations?
  • What does this mean for our people and resources?
  • How does our LLO fit within a wider ecosystem in the region?

People need to keep developing to remain employable. But learning and development is also important to remain agile and competitive as a company. That is why the government develop with measures, experiments and grant opportunities. This initiative is called Lifelong Development (LLO).
